Work Arrangement: Work must be performed at least 50% on-site, including every Tuesday on-site.

Description of Engagement:
Assist the SFS Project team in Implementing Okta Multi-Factor Authentication in the Statewide Financial System (SFS) PeopleSoft Financials environment. Duties include, but are not limited to:
1. Requirements Analysis & Solution Design

• Assist the project team in assessing the existing PeopleSoft Financials authentication and security environment and identifying requirements, dependencies, and integration considerations for implementing Okta MFA.
• Provide technical expertise and recommendations to support the project team's development of the Okta MFA solution design and implementation approach.

• Assist with the configuration and implementation of Okta authentication, MFA policies, enrollment, and related integrations required to support PeopleSoft Financials.
• Work with the project team to configure and/or coordinate required PeopleSoft, web/application server, directory, and authentication components necessary to support the MFA implementation.

• Assist the project team in developing and executing test plans covering authentication, MFA enrollment, user access, account recovery, exceptions, and integration with PeopleSoft Financials.
• Support the identification, troubleshooting, and resolution of integration and authentication issues and assist with validating system functionality prior to production deployment.

• Provide technical assistance to the project team in planning and executing deployment, including cutover, rollback, and contingency procedures.
• Support deployment activities and address technical issues through post-implementation stabilization support.

• Assist the project team in configuring authentication and MFA policies consistent with organizational security requirements and applicable access-control standards.
• Provide technical recommendations regarding MFA exceptions, account recovery, privileged access, logging, monitoring, and other security considerations associated with the implementation.

• Provide technical troubleshooting and support for Okta, MFA, PeopleSoft, and identity integration issues through analysis of system and authentication logs.
• Work with internal technical teams to identify root causes and implement corrective actions.

• Assist the project team in developing and maintaining technical and operational documentation covering system architecture, configuration, integration dependencies, administration, troubleshooting, and support procedures.
• Provide knowledge transfer and technical guidance to existing staff to support ongoing administration and maintenance.

• Participate in project planning, design reviews, status meetings, testing activities, and implementation readiness activities as a technical resource supporting the existing project team.
• Provide technical input regarding implementation decisions, risks, issues, dependencies, and resource requirements and assist project team members in resolving technical challenges.

• Assist the project team with monitoring and supporting the Okta/PeopleSoft environment following production implementation and resolving issues identified during the stabilization period.
• Support the transition of the solution to existing operational and support staff and provide technical recommendations for ongoing administration, maintenance, and future enhancements.

Minimum Qualifications:
1. Five years of experience designing security solutions for complex Peoplesoft systems that integrate with other systems and technologies.
2. Five or more years of experience securing cloud environments.
3. Five or more years of experience configuring and managing cloud security software.
4. Four or more years of experience developing collaborative solutions and troubleshooting issues between functional and technical teams.
5. Four or more years of experience designing and implementing monitoring solutions for compliance with security policies and standards.
6. Four or more years of experience evaluating functional and detailed design specs to ensure security standards are met.
7. Four or more years of experience developing security related documentation to effectively communicate security posture.
8. Four or more years of experience evaluating the effectiveness of current security measures.
9. Three or more years of experience conceptualizing and transforming business requirements into security requirements.

Preferred Qualifications:
1. Experience with designing and implementing Okta Identity and Access Management solutions, including Multifactor Authentication, Adaptive MFA, and Single Sign-On.
2. Experience integrating PeopleSoft applications with modern identity providers using SAML, OAuth, OpenID Connect, or LDAP.
3. Experience implementing Multifactor Authentication in PeopleSoft 9.2 or other large-scale enterprise ERP environments.
4. Experience implementing Zero Trust security principles and modern authentication architectures for enterprise applications.
5. Experience implementing conditional access, adaptive authentication, or risk-based authentication policies to strengthen enterprise security.
6. Experience with PeopleSoft security architecture, including PeopleTools security, permission lists, roles, user provisioning, and integration broker security.
7. Industry certifications such as Certified Information Systems Security Professional (CISSP), Okta Certified Administrator / Consultant / Architect / Developer.
