Our client, a public sector organization specializing in health care management, is seeking a Senior Business Analyst to join their team. Location:Remote – must adhere to Pacific time zone work hours and be available to attend meetings 8a-5p PT Mon-Fri. Candidates near Sacramento metro for occasional office visits are a plus.
Pay Range: starting from $62.00 per hour
Senior Business Analyst Consulting Assignment:
California Department of Managed Health Care, California Managed Care Complaint System Project, “CalMaCCS” .
This is a high-profile project that will consolidate DMHC’s disparate Consumer Complaint and Provider Complaint systems into a single low-code platform for enterprise case management. Primary goals of the project are to increase service quality to the public, increase program operational efficiency, and significantly reduce the time required to implement ongoing changes in the solution to address evolving program requirements. CalMaCCS is currently in the solution selection and procurement process, with vendor solution demonstrations planned soon.
This delegated project is also in the process of completing relevant CA Project Approval Lifecycle (PAL) planning documentation.
Job Requirements: This assignment requires proven, hands-on experience applying business analyst best practices to help plan and deliver a SaaS low-code platform implementation project. Related experience within State of California government agencies would be ideal.
The project intends to implement either Microsoft Dynamics or Salesforce as the SaaS platform.
Key Responsibilities:
• Provide sound, timely and flexible business analysis support to all major phases of this complex SaaS solution implementation project.
• Facilitate and/or participate in data collection activities, work sessions, and document reviews to capture, refine and document business requirements / user stories.
• Facilitate sessions and create accurate process flows for “as-is” and “to-be” business process discovery and future state business process design. Align with DMHC guidance for process flow templates and structure.
• Assist with the creation of State of CA Project Approval Lifecycle (PAL) related work products and deliverables as assigned.
• Track solution requirements and employ software tools to trace them through design/development/implementation (DD&I) phases.
• Participate in test planning, tester training, test execution and test results reporting activities. • Support solution implementation activities as assigned.
• Assist with the identification and resolution of project challenges through research, analysis, and stakeholder communications.
• Assist with organization, storage and distribution of project deliverables and other documentation artifacts. Document timely and accurate meeting notes/minutes in alignment with client requirements.
• Assist with Organizational Change Management activities, including developing stakeholder assessments and communications, PowerPoint slide decks, and training plans.
• Provide knowledge transfer to end client personnel regarding project information, project documentation, and solution requirements, solution functionality, and other business analyst-related details as assigned. Business Analyst Minimum Qualifications
• 5 years FTE experience within the past 10 years functioning as a business analyst, performing analytical processes on large-scale projects at California State Agencies or Departments with a budget of at least $10 million.
• 5 years FTE experience, within the past 10 years facilitating end-to-end business and solution requirements processes, facilitating design workshops, performing traceability analysis, and obtaining stakeholder approvals.
• Demonstrated experience with business process discovery and improvement, including development of “as-is” and “to-be” process flow diagrams.
• Familiarity with PAL based on CA SIMM 19 Stage 1-4 structure.
• Possession of a bachelor’s degree, or four additional years of qualifying experience (for a total of nine years) performing business analysis work.
• Experience to confidently operate within with waterfall, agile and agile hybrid project delivery frameworks.
• Demonstrated experience facilitating User Acceptance Testing (UAT) activities including test planning, test case development, defect tracking, and validation of testing outcomes against requirements and business scenarios.
• Outstanding written and verbal communication with ability to tailor messaging to different organizational levels.
• Strong listening and note taking skills. Ability to process and assimilate large amounts of information from multiple sources.
• Spirit of collaboration and ability to build trust with diverse stakeholders.
• Ability to thrive in dynamic environment with flexibility to cheerfully adapt to unplanned changes. General willingness to “jump in and help where needed”. Other Desirable Qualifications
• Demonstrated hands-on experience with developing CA PAL work products, Stage 1-4.
• Experience supporting Organizational Change Management (OCM) strategies including documenting training plans, supporting stakeholder engagement frameworks, and communication plans for enterprise-level initiatives.
• Prior experience working on projects that include Microsoft Dynamics and/or Salesforce as a core solution component. Functional experience with either/both platforms is a plus.
